On 2 December 2014, the government announced that it will be investing £170m on the A57, A628 and A628 trans-Pennine route, including a long-awaited bypass for the village of Mottram-in-Longdendale that residents have been campaigning for, for decades.
We even had Nick Clegg walking about Mottram. Didn’t notice? Us neither. But every little helps.
The Chancellor of the Exchequer, George Osborne, has just [December 2014] given the go-ahead for an initial scheme of at least £170 million to resolve the traffic issue through Mottram and to build a link road to Glossop.
The Government will also consult on whether to extend the proposed scheme to relieve pressure on Tintwistle as well. In addition to the works announced, there will also be a study into the possibility of a tunnel under the Peak District to link Manchester with Sheffield.
Anyone who knows Mottram knows about the traffic problems and the historical lack of funding for the Mottram Bypass.

Local MP Jonathan Reynolds some time ago took up the reins on the issue and sent local residents a long and informative letter on the subject detailing what he was doing.
More recently, Andrew Bingham MP has took up the reins. He said recently on >>his blog<<: "I am delighted with the news and would like to thank the Chancellor for his announcement. This is key to the local economy for Glossop and the surrounding area and also the connectivity between the northern cities. I have campaigned long and hard for this, and with the consultation on a further extension to help residents in Tintwistle it is a great day for the High Peak. After years of disappointments and false promises I am delighted that it is a Conservative Chancellor who has at last committed to solve this long running issue for my constituents." The locals of Mottram are glad that someone is finally back on the case and the Conservative government has earmarked the money. It is clear to anyone who lives in or near Mottram that the bypass is a much-needed road. Children walk to Mottram Primary and other nearby schools choking on truck fumes each morning (some even wear Chinese smog masks), and nobody likes to sit in the soul-destroying traffic to go home. Amazingly, there are a handful of grumpy old, bearded, fuzzy-thinking leftists who actually oppose the bypass. There are even a few amateurish "protest" websites out there still active from previous campaigns. Some people, it seems, want to see Mottram choking with truck fumes into eternity. As if half a century isn't long enough. One "protest" website, recently said this: The old offer still stands, to contributors old & new: if you have something to say which is reasonably articulate about the issue (or even just 'lol'), then drop us a line, and we may well publish it. Well, we at Real Deal replied. It was most articulate. And guess what? They didn't publish it. Funny how the weird-beards work isn't it? The actual grounds for protest for these people - apart from general protest about any change whatsoever - is unclear. Is it newts? Owls? Lesser spotted Staly Vegas snails? Rare slugs? If you spot one of these "bypass protesters", and can get him to put his pint of real ale with bits of twigs floating in it down for a moment, and can decipher the mumbling through his beard , ask him why he wants to see Mottram deprived of such an essential thing. Ask him why he would like to see little children walking to school develop asthma, pneumonia and choke on cancerous articulated truck fumes each day, twice a day. Ask him why he begrudges £170m of taxpayers money, after half a century, going to build a much needed road, but doesn't mind £53m a DAY going to the EU. Lord Tom Pendry, who was member of parliament for Stalybridge and Hyde from 1970 to 2001, sent a Real Deal contributor a while back newspaper cuttings of him campaigning for a bypass that date back to the early 1970's when asked if he supported the Mottram bypass. We can scan and publish them here is anyone is interested. The need for a Mottram bypass has been on the agenda in Mottram, Hattersley, Hyde, Glossop, Tintwistle and Longdendale for decades. After many false starts, abandonments and false promises, it has finally been given the go ahead. This site told its readers several years ago: Sitting in the soul-destroying traffic hoping someone else will do something for you will make it never happen. MP’s and Councillors wont fund it unless forced to by public opinion. They find it easier to fiddle the expenses and have some lunch (on you) than do something about a very real decades old issue which Mottram traffic congestion is. You need to contact your elected representatives. Its easier than it used to be. There is no getting out the pen and paper and trudging to the mailbox and paying for an over-priced stamp any more. Its all online. You can do it in a few clicks. And people did. People read the signs in gardens while sitting in the traffic. People tweeted. People started petitions on the Number 10 website. People wrote to politicians. Some of them listened. They are the ones who deserve your votes. However, some local politicians didn't listen. Some didn't even bother to reply when contacted via the "Write to Them" website. Want to know who? We published them already but will do so again: The internet is a most powerful tool nowadays, elected politicians who do nothing on this issue will be lampooned here. If you are an elected politician serving Tameside, listen up: We are watching you, and if you do not reply your constituents on this issue, and be seen to campaign to help solve Mottram’s traffic issues, you will be exposed here. Several months ago, our Mottram resident used the site writetothem.com to contact the following representatives: Councillor Janet Cooper (Labour) Councillor Adam White (Labour) Councillor Gillian Peet (Labour) The three Councillors either didn’t reply or replied with some generic copy/pasted bullshit. If you care about the Mottram Bypass issue, we urge you to NOT vote for Councillors Janet Cooper, Adam White or Gillian Peet. They do not care about this issue or your opinion. The Mottram Bypass has had a lot of false starts in the past. Can it be derailed again? What if a Labour government get in next year? As we know, Labour governments prefer to spend money on one-legged, Albanian asylum seekers, traffic wardens, Lesbian outreach workers and Methadone for junkies than do sensible things like build roads to stop little kids choking while walking to school. When asked this on Twitter this last week, both Jonathan Reynolds and Andrew Bingham declined to reply if a new Labour government could derail this. The next BIG question to our politicians is: When will work start? The government CPO'd much property and land years ago where the first stage of the bypass will run. Most of the land is already sitting there owned by the taxpayer. There is years and years already saved. The bypass is good to go in theory! The first stage will run from the M67 roundabout, across the fields behind the petrol station on Hyde Road, it will tunnel under Roe Cross Road and curve round to an interchange off Mottram Moor. The work announced includes: Building of the Mottram Moor link road. A new dual carriageway link road from the M67 terminal roundabout to a new junction north of the A57(T) at Mottram Moor and a new single-carriageway link from there to the A57(T) to bypass Mottram. A57(T) to A57 link road. A new single carriage link from the A57(T) at Mottram Moor to a new junction on the A57 at Brookfield, bypassing the existing A628/A57 and A57 Woolley Lane/Hadfield Road junctions. The long term plan is to tunnel through the moors and provide a decent connection to Sheffield. This site says: "Yes please! But when will work start?" Continue reading
I am writing to provide you with an update on the work I have been doing regarding our
chronic traffic problems in Longdendale.
Just after being elected as our MP, I and the new MP for High Peak organised a meeting
between the local authorities in our area and officials from the Department for Transport to
discuss how we might get Government to listen to local concerns about the traffic problems
throughout Mottram, Hollingworth and Tintwistle.
Since the Public Inquiry into the Mottram-Tintwistle Bypass was abandoned, we have faced uncertainty as to what the future holds.
Although funding for a more modest scheme has been allocated within the Greater
Manchester region for some sort of scheme, there has not been clear agreement on how
best to use this.
One proposal, which was to build a road from the M67 roundabout around
Mottram, then across Mottram Moor to Woolley Bridge (known as ‘LITS’ — the Longdendale
integrated Transport Scheme), did not seem satisfactory for a number of reasons, including
the lack of substantive relief for Hollingworth.
Together, we have now successfully established a working group comprised of
representatives from Tameside, High Peak, Derbyshire, and Barnsley Councils; the
Department for Transport; the Highways Agency; and the Peak District National Park.
This group has been meeting regularly for the last year to look at how we can build support for
solutions to the traffic problems within the entire peak corridor area, which begins and ends
in Longdendale. Getting all these organisations to commit to working together on a solution
is in itself a breakthrough. Any previous efforts have been much more fragmented and have
suffered as a result.
One reason why the Public Inquiry failed in 2007 was because although the scheme had
strong support locally, it did not command the same breadth of support further afield. This is
what we are seeking to overcome. In addition, however, we must also be conscious of the
likely scale of resources available: the Greater Manchester area has had an indicative
£65.4m allocated for all transport projects between 2015 and 2019.
For Sheffield and South Yorkshire the indicative figure is £37.3m. The previous Bypass plan was estimated as
costing between £24O—£315m back in 2008.
I strongly supported that previous Bypass plan and am still of the belief that local people
need and deserve a scheme which is as comprehensive as that. However, I also want to
see relief brought to people as soon as possible.
I am willing to consider any plan which does this, although it is still my view that any solution will have to involve the building of a
new road to relieve Mottram Moor and Market Street. We need to take the traffic out of the
centre of the villages.
Whilst this obviously will not be easy, we have already scored some small victories. For
instance, the Highways Agency had started to consider selling all the properties they hold in
the Mottram area – which were purchased over the years as a means of protecting the route
of the Bypass. Had this happened it would have been a significant setback.
By ensuring the Highways Agency did not do this, we managed to prevent the properties from being sold and
the route has been protected. in addition, the Group recently commissioned the first piece of
work to look into the economic benefits of investing in traffic solutions in the area. This is
crucial as govemment does not support these kinds of schemes unless there is a clear
benefit to the wider economy.
Just before Christmas we also met with the Transport Minister,
Stephen Hammond, who agreed to task his officials to look into the case we have made so
far and come back to us early this year.
l also want to say that, having lived in Hollingworth and Mottram for several years, and
represented the area as a Councillor before being elected to Parliament, I understand just
how important this issue is, and also how frustrating it is that nothing has still been done
despite all the years of effort.
However disappointing the lack of success might be, we have
to keep up the effort, and l am determined to do exactly that.

PS. l have also been contacted by a number of constituents regarding Tameside MBC’s
Core Strategy consultation paper. Whilst this is a local council document rather than a
national govemment matter (which l deal with as your MP), it does impact on this particular
issue. This paper proposes that part of the land at the end of the M67 (behind Hyde Road)
be designated for future light industrial use.
I want to make a number of things clear – firstly this is not a planning application: it is only
a guide as to where future planning applications might be. It is also not an attempt to end any
hope of a road being built between the M67 roundabout and Stalybridge Road — any
development would have to incorporate this.
Clearly, any such development could cause
further traffic problems if it came before we had a new traffic scheme in place, and I would
need to see how this would be dealt with before I could support development in this area.
I would also be concerned to ensure any recreational areas where preserved or relocated.
However, my instinct is that this is a better proposal than one which would have put more

The locals of Mottram are glad that someone is finally back on the case.
It is clear to anyone who lives in or near Mottram that the bypass is a much-needed road.
However, if the funding is ever going to be available is anyone’s guess. If the funding actually becomes available, it will be many years until it is built and in operation.
Is there a medium term solution maybe?
A good medium term solution wouldn’t cost millions.
A good medium term solution would be useful to keep in the distant future if a bypass is ever actually built.
Well, we at Real Deal have come up with an idea.
Politicians and the media are free to steal this idea and present it as their own. It goes like this:
This is a two pronged attack on the traffic problem. The first being to dissuade some of the trucks from using Mottram as a convenient cut through instead of using the M62.
The second being to implement a scheme at the junction of Mottram Moor / A57 Hyde Road / Stalybridge Road / Market Street / B6174 (Post Office) that calms the traffic somewhat and allows pedestrians to cross.
This where Mottram could learn something from Poynton in Cheshire. The main junction in Poynton suffered similar traffic problems to Mottram and they did something about it. Watch the video below to see what they did.
Such a scheme might work quite well at the Mottram Moor / A57 Hyde Road / Stalybridge Road / Market Street / B6174 junction.
Similar to the scheme in Poynton, it would allow both sides of Mottram not to be cut off from each other as they are now. It would slow the angry traffic and perhaps alleviate the long queues towards the junction that form on Stalybridge Road and Market Street.
The other prong of the attack is to make what is currently a convenience for trucks into an inconvenience that costs money.
That means installing one of these:
You put one at the beginning of Hyde Road at the end of the M67 (where the Big Baps butty van is) and make all trucks larger than 3500kgs pull into the side to pay £5 to pass through Mottram.
You put another one on the far side of Tintwistle somewhere to collect another £5.
You charge traffic both ways at both points.
Drivers with delivery notes indicating a delivery between the two points get though for free maybe.
Cars and vans below 3500kgs go free and do not need to pull off and stop.
This means HGV’s pay £10 to use Mottram and Tintwistle as a cut through. Many will choose not to pay and use the M62 instead – as they should. And that will cut the traffic down to allow the scheme above like they have in Poynton to work.
The best part?
The best part is not only does it create jobs…………..
Not only does it reduce heavy traffic through villages……………….
Not only is it self funding…………
But it will make a profit. What to do with the profit? Well, why not ring fence it and use it to build the bypass with?
This way, even the bypass pays for itself!
When the bypass is built, Mottram village is left with a nice little shared traffic/pedestrian area, and people may even want to sit on that bench next to the statue of Lowry and not fear about getting choked on fumes.

If you saw one of the yellow signs on the A57 Hyde Road in Mottram or are seeking information on Mottram bypass you may have landed here. Perhaps you are stuck in the traffic queue right now and looking at this on your phone bored to tears?
Well actually, you are not stuck in traffic – you ARE traffic. But you want to get to where you are going like everyone else, so lets talk about Mottram bypass.
If you are a Mottram in Longdendale local, you will know the ways around some of the worst of the queues out of peak times, but you will no doubt be used to sitting at the A57 Hyde Road / Stalybridge Road / Market Street / B6174 (post Office) junction with your engine off waiting for the lights.
If you are stuck in the traffic jam, or know of it, you know Mottram needs a bypass. There are no ifs and buts about that; if you have ever been to Mottram – even as a visitor – you will remember the traffic.
Here is what you need to do before you read further: Go to the government e-petition site and sign the electronic petition. If it gets 100,000 votes, this topic will be debated in the House of Commons. It wont get 100,000 votes if you don’t vote. The existing A628 trunk road connects the M67 from Manchester to the M1 in South Yorkshire. A single-carriageway road through the villages of Mottram in Longdendale, Hollingworth and Tintwistle and through the Peak District National Park, it is used by a relatively large number of heavy goods vehicles.
The A628 is one of the most congested A-road routes in the country, with high volumes of traffic (including HGVs) using a road which is totally unsuitable for the volume and nature of traffic it carries.
There is no viable alternative to a bypass.
The new Tesco at Hattersley will only make it worse.
And on that note, what swivel-eyed lunatic at Tameside Council gave the green light to Tesco’s to build a superstore there? Which politicians got a brown envelope in their back pocket to rubber stamp that?
No sane council would approve such a scheme, slap bang in the middle of one of the worst traffic congestion spots in the country would they? But then again, Tameside Council has always been a law unto itself. Gleefully ramping up the Council Tax every year – until David Cameron stopped them – to fund the late Roy Oldham’s penchant for bronze statues and stained glass windows.
The same Socialist council that engages in much public hand wringing that Hyde and Stalybridge town centres have become an economic wasteland and bereft of shoppers – but can’t see why. We can tell them why – because there is no parking!
Nobody pays to park to go shopping in Hyde or Stalybridge. In Kensington they might, but not in Hyde. Nobody wants to run the gauntlet with little parking Nazi’s on Scooters funded by their Council Tax. Way easier to shop elsewhere. You don’t need Mary Portas to tell you that guys – you just got it for free!
But back to the bypass.
If you live in Hyde, Godley, Mottram, Stalybridge, Tintwistle, Glossop, Broadbottom, Simmondley, Hollingworth, Hattersley or anywhere in the locality, you have an interest in getting Mottram Bypass looked at again by the government.
Sitting in the soul-destroying traffic hoping someone else will do something for you will make it never happen.
